ISSUE 180401: PERS 2 is now publishing a "list of effective changes" for Pay/Personnel/Travel SOPs. All SOPs Summary updates are posted at: https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/Forms/AllItems.aspx. A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD site pages. 3. SOP CHANGES SUMMARY - JANUARY 2018 a. General Comments: As part of the update process 2017 NAVADMINs (thru 022/18), PPIBs (thru 18-02), MPAs (thru 02-18), and NSIPS Release 1.4.12.0 were reviewed to identify additional reference requirements and procedural changes/ work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs include: - HFP/IDP/CZTE SOP: PPIB 18-01 (New FID 2304 (Change)), MPA 02-18 (New DJMS-AC Processing for Hostile Fire and Imminent Danger Pay (IDP/HFP)), and NSIPS Release 1.4.12.0 announced/incorporated changes to the DJMS-AC FID 23 series that impacts HFP/IDP entitlement processing. The changes have been updated in the HF/IDP/CZTE SOP. - IDP/HFP are now considered different and separate entitlements, consequently the use of the updated Qualifier Description is critical. Refer to PPIB 18-01 for updated/new IDP/HFP Qualifier Descriptions, as required, until the DJMS PTG can be updated. New IDP/HFP QUALFRs: 1 - IDP 2 - IDP/CZTE 3 - HFP 4 - HFP/CZTE 5 - HFP KILL/INJURY NOT CZ 6 - HFP KILL/INJURY CZ 7 - IDP/CZTE SUPPORT OF OPS - Additionally, a new FID 2304 (Change) has been added to NSIPS and Web DMO to report changes to the IDP/HFP qualifiers for previously submitted FID 23 transactions. - Lastly, IDP entitlement is directly linked to Leave. A new Leave Area Code of “4” (IDP Area) was added to Leave Administration and eLeave in NSIPS for all overseas leave components. If a Member's UIC location is OCONUS (including Alaska and Hawaii) and taking leave INCONUS is not checked and leave address is in a country that is in an IDP/HFP Area, the Leave Area Code will default to "4". This will prevent pay checkage of IDP during the period of leave. b. Fleet Reserve/Retirement SOP: - As previously addressed, while the recent implementation of the Blended Retirement System (BRS) does not directly impact the Fleet Reserve/Retirement SOP, NAVADMIN 302/17 (Notification of the Start of BRS Enrollment Period and Enrollment Instructions for Opt-In Eligible Service Members) and PPIB 17-26 (BRS in Navy Standard Integrated Personnel System (NSIPS)) have both been added to the reference list and included in the Best Practices to alert Service Members of opt-in eligibility window throughout Calendar Year 2018 and training aids/resources available to assist Service Members in making informed decisions. - NAVADMIN 302/17 announced the BRS enrollment period for opt-in eligible Service Members will be open 1 January until 31 December 2018. During this window, opt-in eligible service members may enroll in the BRS via the myPay website. Opt-in eligible Service Members who do not choose to enroll in BRS will remain in the current legacy retirement system. However, if a member elects to enroll in the BRS, that election is irrevocable. - Additionally, PPIB 17-26 announced Member Self-Service, CPPA, and Command Admin User Roles in NSIPS to perform required BRS functionality per the functional requirements document. - DD Form 2656 Data for Payment of Retired Personnel (SBP Election) was updated 01 January 2018. The SOP was updated to accommodate new field entry requirements. The new form should be utilized for all Fleet Reserve/Retirement eligible personnel. The form is available at http://www.esd.whs.mil/Directives/forms/dd2500_2999/. c. Separation SOP: The NAVADMIN 016/18 (Separation Authority Guidance for Administrative Separation Processing for Enlisted Members Diagnosed with Post Traumatic Stress Disorder or Traumatic Brain Injury) and MPM 1910-702 (General Guidance for Separation Authorities (SA)) regarding procedural safeguards for administrative separation processing of enlisted Service Members with PTSD or TBI have been added to the reference list of the Separations SOP. d. Reenlistment and Extension SOPs: - Just to recap last month’s SRB and ESRP updates, NAVADMINs 311/17 (SRB Update December 2017) and 003/18 (Enlisted Supervisor Retention Pay Update) have been added to the reference list and where appropriate to the SOP step requirements. Additionally, NAVADMINs 225/16 and 144/17 have been superseded and consequently removed. - The Extension SOP was further updated to emphasize relevance of NAVADMIN 307/17 (Alignment of Enlistment Contracts with Duty Station Tour Lengths) within the SOP step requirements, specifically emphasizing policy and process changes to maintain long term alignment including: (1) Commanding Officers (CO) Extension authority, (2) Obligated Service (OBLISERV) policy, (3) Career Waypoints (C-WAY) policy, and (4) Enlistment Extension policy. - CO's extension authority for first-term Sailors on sea duty previously outlined in NAVADMINs 004/17 and 051/17 has now been codified in the new policy and process updates, so those respective NAVADMINs have been canceled and removed from the SOP reference listing. e. Travel SOPs: PPIB 17-28 (BUPERS Migrated from the Standard Accounting and Reporting System (STARS-FL) to the Standard Accounting & Budgetary System (SABRS)) reiterates guidance in PPIB 17-22 (FY-18 LOA Changes and Orders Issued after 01 January 2018) and PPIB 17-23 (Correction to PPIB 17-22). All three PPIBs have been included in Reference section and appropriate SOP steps for all Travel SOPs except for Reserve Training Travel, which have yet to transition to SABRS. f. NAVADMIN 273/17 Implementation of Retirements and Separations (R&S) Functionality Within NSIPS: The electronic routing of the R&S request is still being updated into the Customer Command, PSD and PERS requirements of the respective SOPs. g. NAVADMIN 254/17 (Self-Service Record of Emergency Data and Dependency Application (RED/DA) Regional Phased Implementation Schedule and Training Availability): A new RED/DA SOP is being developed to reflect new RED/DA processing requirements in conjunction with the phased implementation, training and release of governing instructions (e.g., MPM 1070-270 (Dependency Application) and MPM 1070-271 (Record of Emergency Data)) which will contain the new guidance and procedural instructions. h. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MPM Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/ customer feedback. SOPs Flash issue: a. DISA Advisory Message (DAM) 18-0001: A Security Update for Adobe Flash Player for Windows was recently applied to user workstations. The Security Update has impacted ability of users to connect to Adobe Flash based content (MPTE supported SOPs). As a result users are unable to load SOP content from workstations within the NMCI environment. DISA has contacted Adobe and requested a resolution to this apparent flaw in their security update.
